Fuel taxes vary by jurisdiction. The fact that commercial motor carriers can decide where to refuel has given rise to international fuel tax competition.

This is the case in Europe where member states have almost full authority on excise taxes; similarly, in the United States, each state regulates its own state and local fuel taxes.

While fuel taxes are historically perceived to be more easily administered, motor carriers have found that complying with the various regulations around these taxes is a demanding task.

IFTA (USA)

The International Fuel Tax Agreement (IFTA) simplifies the reporting of fuel use by carriers operating in the lower 48 states and 10 Canadian provinces. Each state or province charges different fuel tax rates and IFTA is a mechanism that nets fuel taxes charged based on use per jurisdiction. Carriers need to file their IFTA return on a quarterly basis including distance travelled, location and fuel consumed which can be a time consuming and paper intensive process.
